Paybooks Owner Charged in Alleged Tax Scam

(Rochester, N.Y.) — A man who owned Paybooks, a payroll company located on Blossom Road in Rochester, has been charged with felony grand larceny.

Jeffrey Sykes, 49, of Steuben County, will be arraigned in Rochester City Court Wednesday morning. He’s accused of bilking more than a thousand clients–small businesses–out of a total of over $2 million.
